(a) The Commission shall enforce the civil service laws and regulations applicable to the City. The Personnel Director shall act as the administrative secretary of the Commission, and may act on behalf of the Commission in administering the civil service laws and regulations, except where the authority is specifically reserved to the Commission.
(b) The Commission shall adopt written rules and regulations governing the operation of the civil service system. Such rules may provide procedures for the classification of employees and for the hiring, promotion, discipline or other personnel action affecting employees of the administration of civil service in the City.
(c) The Commission shall have the power to hear appeals regarding the discipline of classified employees, or may hear appeals regarding the implementation of the civil service laws or rules and regulations applicable to the City.
The Commission shall have the power to subpoena and require the attendance of witnesses and the production of pertinent records. Testimony given at a hearing shall be under oath, administered by the Commission.
