131.04 VOLUNTEER FIREFIGHTER UNIT.
   (a)   There is hereby established within the Fire Division, the Volunteer Firefighter Unit, the duty of which shall be to provide assistance to the Divisions as may be directed by the Fire Chief.
   (b)   Appointment to the Unit shall be made by the Mayor, in accordance with all applicable statutory and/or civil service provisions.

   (c)   The Unit table of organization shall be as follows:
      (1)   Two Captains.
      (2)   Four Lieutenants.
      (3)   Thirty-four Firefighters.

   (d)   No person who is appointed as a volunteer fire fighter of the Division after July 1, 1979, shall remain in such position, unless within one year of his appointment he has received a certificate issued by the State Board of Education under Ohio R.C. 3303.07 evidencing his completion of a fire fighter training program.
   No more than sixty days prior to the appointment as a volunteer fire fighter such person shall have passed a physical examination by a licensed physician designated by the City and at its expense.
   (e)   Members of the Unit shall be compensated as provided by Council.
   (f)   Members of the Unit shall comply with all rules and regulations as may be established by Council, the Mayor and/or the Fire Chief.
   (g)   A Volunteer Firemens Dependents Fund Board is hereby established, to be constituted and have such powers and duties as provided under Ohio R.C. Chapter 146.

   (h)   In order to provide for an adequately prompt response time by all volunteer firefighting personnel, all members of the volunteer firefighting force must reside within Milton Township, Montgomery Township or the City of Ashland.
