129.05 POLICE PROTECTION OUTSIDE CITY.
   (a)    Council hereby approves the providing of police protection to any city, village, county or township of this State or to a governmental entity of an adjoining state and to provide complex investigation, critical response, rescue, emergency or disaster situation assistance whenever necessary upon proper authorization and, therefore, the Mayor is hereby authorized to enter into mutual aid agreements with area municipalities and counties in order to achieve such objectives.
   (b)    Police protection and assistance shall be extended only upon authorization of the Chief of Police, or an officer acting in the place of the Chief of Police.
   (c)    Such police protection or other mutual aid may be extended only so far as is consistent with the proper protection of the City of Ashland, which shall have priority at all times for Ashland Police personnel and equipment.
