129.04 MUTUAL POLICE AID AGREEMENTS.
   The Mayor, ex-officio Director of Public Safety, is authorized to negotiate and enter into mutual police aid agreements with other municipalities as shall be deemed by him and by the Chief of Police to be in the best interest of the City.
   (a)    Such contracts shall provide:
      (1)    For mutual police assistance between the contracting parties upon request.
      (2)    That the agreements shall be effective for three years.
      (3)    That no liability shall attach to failure or inability to respond.
   (b)    In addition, such contracts may provide:
      (1)    That no compensation shall be paid to any contracting party for the use of its personnel or equipment.
      (2)    That there shall be no reimbursement for loss or damage to equipment provided pursuant to the agreement nor for any Workers' Compensation contributions assessed against any of the contracting parties arising from assistance provided under these agreements.
