129.03 AUXILIARY POLICE UNIT.
   (a)    The Chief of Police is authorized to form an Auxiliary Police Unit, in accordance with the terms and provisions of Ohio R.C. 737.051.
   (b)    The membership of the Unit shall be composed of civilian police volunteers, who shall be utilized to supplement and/or assist regular sworn personnel, which volunteers shall serve without pay except as shall be necessary to satisfy the minimum requirements to qualify for workers' compensation.
   (c)    Members of the Unit shall have, and act with the same full police powers and authority, when on duty, as that of a regular sworn officer, upon their completion of all training requirements.
   (d)    The City shall not be responsible for any injury or damage or other liability to the person or property of any member of the Unit as a result of activities of such member while on duty, as a member of the Unit.
   (e)    Upon an emergency being declared by the Mayor or, in his absence his successors thereto, the Unit shall immediately be in operation under such rules, regulations and directives as are supplied to the Chief of Police or the Mayor or person acting in the capacity of Mayor.
