(a) The rates and charges for emergency medical services and non-emergency medical services are hereby fixed as follows and will continue until replaced:

(b) The Mayor, ex-officio Director of Public Safety and the Director of Finance are authorized and hereby directed to make such rules and regulations and prescribe such adjustments to the fees hereby fixed as shall be reasonable, fair and equitable in any particular case.
