On or before sixty days prior to the date the designation of depositories for the active, inactive and other specified funds of the City is to expire, the Director of Finance and Public Record of the City shall cause written notice to be given to each banking institution having its principal place of business within the City. The notice shall include the following matters:
(a) The date of expiration of the existing designation of depositories;
(b) That the City will be accepting written applications for a new term;
(c) The dates of the new term;
(d) The funds for which a designation will be made for the new term;
(e) The maximum amount of money the Director of Finance and Public Record estimates will be on deposit in each of the funds at any one time during the new term;
(f) The date, time and place on or before which such written applications shall be required to be submitted to the Director of Finance and Public Record at his office; and
(g) Any other matters which the Director of Finance and Public Record shall deem necessary or appropriate.
