113.01 READING OF LEGISLATION.
   Every ordinance and resolution shall be fully and distinctly read at three regular and/or special meetings of Council on three different days. An ordinance or resolution shall be deemed to have been fully and distinctly read at any regular or special meeting of Council if a written or printed copy of the ordinance or resolution has been served upon each Council member by personal service thereof or by delivery thereof to the Council member’s City residence or, upon authorization by any members of Council, to such authorizing members by e-mail to the e-mail address specified by such members, at least ninety-six hours prior to the start of such regular or special meeting of Council; provided, however, that any such ordinance or resolution shall be read in full at any regular or special meeting of Council at the request of any member of Council. Council may suspend the above rule requiring three readings of an ordinance or resolution on three different days by an affirmative vote of three-fourths of the members of Council.
