1311.05 TEMPORARY OBSTRUCTIONS.
   No person shall place or cause to be placed upon any street, alley, sidewalk or public ground in the City any scaffolding, bricks, lumber, stones or other building material unless he shall first obtain a permit from the Mayor. Such permit may grant the applicant permission to use and occupy one-half of the sidewalk and one-third of the street in front of and adjacent to such sidewalk for a period not to exceed the time specified in the permit, which in no case shall be more than thirty days, while the improvement is in progress. All such materials shall be placed so as not to interfere with the free use of that part of the sidewalk and street not so occupied or with the free passage of water in the gutters. All persons so occupying any part of any street, sidewalk or alley shall upon the expiration of such period remove all such materials, and all dirt and rubbish caused thereby. (Ord. 48-75.
