The Mayor is hereby authorized and directed to make further rules and regulations for the use of the public parks and recreational areas and their facilities as may be needed from time to time in order to insure the most efficient, complete and orderly utilization of such parks and recreational areas by the public. Such rules shall be posted at convenient and conspicuous places in the public parks and recreational areas.
