941.07 GENERAL RULES AND REGULATIONS FOR PARKS AND RECREATIONAL AREAS.
   The following rules and regulations shall be observed and obeyed by all persons using the parks and recreational facilities, and shall be enforced by the Director of Park and Recreation and the Police Division.
   (a)    Picnic tables that have been designated as reserved tables by the Superintendent must be reserved through proper registration at the Park and Recreation office. A reservation fee sufficient to defray the expense of handling and supervising reservations shall be set by the Mayor.
   (b)    No person shall damage, deface or remove benches, tables, cooking facilities, park or recreation equipment or buildings.
   (c)    No person shall bring into or consume on park or recreational property any alcoholic beverage. This subsection shall not apply to the Municipal Golf Course nor shall the Municipal Golf Course be considered a "public place" with regard to the application of Ohio R.C. 4301.62
   (d)    No fires shall be permitted except in the fireplaces provided therefor, unless written permission has been first obtained from the Mayor and the Fire Chief.
   (e)    All rubbish, trash and garbage shall be placed in the containers provided therefor.
   (f)    All park and recreational facilities shall be closed at 10:00 p.m. unless special permission is granted by the Director.
   (g)    No gambling shall be permitted in the parks or recreational areas.
   (h)    No soliciting shall be permitted on park or recreational premises except when written permission has been granted by the Mayor.
   (i)    No person shall drive golf balls on park premises or recreational premises, except where specifically permitted by rule of the Mayor.
   (j)    No person shall conduct himself in a disorderly or indecent manner or commit any indecent act or use any loud, profane, indecent or obscene language on park or recreational property. No person shall interfere with, annoy or disturb any other person on park or recreational property.
   (k)    No person shall operate any motor vehicle on park or recreational drives at a speed of more than twelve miles per hour.
   (1)    No person shall operate any motorcycle, gocart or motor bike on the basketball court, tennis court, ball diamond, lawn or sidewalks in the parks or recreational areas.
   (m)    No person shall operate a public address system in the parks or recreational areas unless he has first obtained written permission from the Mayor. No person shall advertise in the parks or recreational areas through the medium of public address systems, dodgers, advertising material or other devices.
   (n)    No person shall fly model airplanes in the park or recreational areas without first having obtained permission of the Director. No person shall fly model airplanes in the parks or recreational areas in any area other than the area designated in his permit.
   (o)    No person shall place any signs in the parks or recreational areas without first having obtained the written permission of the Mayor.
   (p)    The Guy Chase Myers Memorial Bandshell may be used for free band concerts, free musical concerts, Union Church services, high school or college commencements, dramatic and musical programs, and for nonprofit community affairs, performances or entertainments only. No commercial or political programs of any kind or description shall be held in the Bandshell. Any programs held in the Bandshell, shall be under the supervision and with the approval of the Mayor.
   (q)    No person shall place any concession stands in the park or recreational areas except when authorized by the Mayor under the terms of a written contract or lease. The operation of any concession stand shall be in accordance with rules promulgated by the Mayor in order to protect and preserve the safety and welfare of the people using the parks and recreational areas.
