All persons who are users of the sewer service and who obtain their water supply from sources other than the City's water mains, shall report such fact to the Director of Public Service by filling out forms to be supplied by him for such purpose. Failure to file such report shall subject such user to a penalty of fifty dollars ($50.00) for each month or fraction thereof after such date during which such report is not made.
