Where there is a private source of water supply, the Director of Public Service may require the sewer owner, at the owner's expense to meter the water used, or the Director may accept the statement from the supplier of the water to the sewer owner, of the monthly flow or the amount of flow guaranteed by such water supplier and the charges made by the City to such property owner shall be calculated upon the same basis as if the water had been supplied through the City mains.
