923.06 ADDITIONAL CHARGES.
   (a)   In addition to the extra charges for excess BOD and SS, the City may levy an extra charge upon any user for the discharge of any other pollutant into the sanitary sewerage system or for any other reason that it deems necessary and appropriate and which discharge or pollutant or other reason results in additional costs not covered by the rates and charges established hereby.
   (b)   In addition to the sewer charges levied pursuant to this chapter and revisions thereof, the City may levy a surcharge in accordance with Section 921.72 and revisions thereof.
   (c)   Effective January 1, 1993, the following charges shall be levied to fund the industrial pretreatment programs:
   Facilities whose wastes are monitored and/or required to be monitored shall pay to the City a fee of sixty dollars ($60.00) for each sampling event (as defined below) and in addition shall reimburse the City for the actual cost of testing the samples by an independent outside laboratory (other than the City laboratory). The City may pay a portion of this testing cost in accordance with guidelines developed by the Director of Wastewater Facilities and approved by the Mayor.
   “Sampling Event”, for the purpose of this chapter means a visit to the facility for the purpose of obtaining a wastewater sample, including, if necessary, the installation of temporary sampling devices, flow meters, etc. and any return trips to monitor, collect samples or remove the devices.
