There is hereby established, for the purpose of determining the rates and charges, the following assigned sewage strengths for each user class.

There is hereby established the following extra charges, effective for all bills issued on or after January 1, 1993, for acceptable discharges to the sanitary sewerage system in excess of the assigned sewage strength for each user class as established herein:
(a) For five-day BOD at twenty degrees centigrade, per pound per day in excess of assigned strength.
