There is hereby established the following sanitary sewer usage rates effective for all bills issued on or after August 1, 2008, for any lot, parcel of land, building or premises situated within the corporate limits of the City having any connection with the City sanitary sewerage system and discharging sewage, industrial wastewaters or any other liquids into the sanitary sewerage system, based on the water used thereon or therein as the same is estimated or measured by the City Water Division meters there in use;
