The Director is hereby authorized to make such rules and regulations as are necessary for the equitable application of the sewer service charges. Further, the Director may make adjustments in such charges for leaks or other causes which, in his judgment, are adequately substantiated by known circumstances, evidence or Water Division records, where such charges would otherwise impose an unwarranted and unfair cost to the user brought about by circumstances beyond his control. A record of any and all such adjustments shall be maintained in the office of the Director and a copy of the same shall be filed with the Director of Water Distribution and Accounting office.
