The Director, Chief, I.P.P., Inspector, Engineer and other duly authorized employees of the City bearing proper credentials and identification shall be permitted to enter upon all premises without advance notice for the purpose of inspection, observation, measurement, sampling and testing in accordance with the provisions of this Chapter. Additionally, the Chief, I.P.P. shall have access to any and all records he deems necessary and be permitted to make copies of said records.
