All measurements, tests and analyses of the characteristics of waters and wastes to which reference is made in this Chapter shall be determined in accordance with 40 CFR, Part 136 and by suitable samples taken at the control manhole. Such determination of the character and concentration of the industrial wastes shall be made by any qualified person or testing laboratory approved by the Director. Sampling methods, location, items, durations and frequencies shall be determined on an individual basis subject to approval by the Chief, I.P.P. and shall be the responsibility of the owner.
