The Engineer, Director and Chief, I.P.P. may establish and adopt additional rules and regulations which they consider necessary to adequately control the construction or regulation of sewers and appurtenant facilities. An example of this would be the Engineer's authority to refuse connection to the public sewer system where he feels that the potential flow in the lateral shall overload the public sewer system.
