(a) The fee for openings in an improved street shall be thirty dollars ($30.00). An improved street is one surfaced with one of the following materials or the equivalent thereof: asphaltic concrete, concrete, bituminous macadam, brick or block.
(b) The fee for openings in an unimproved street or unpaved area shall be ten dollars ($10.00).
