Every itinerant vendor or transient merchant, before commencing business in the City, shall make application to the Mayor for a license to conduct such business as an itinerant vendor or transient merchant and shall pay for such license the sum of twenty-five dollars ($25.00) per day for each and every day such person carries on or conducts such business or in lieu of the payment in cash of the license fee, shall furnish a bond which shall be found sufficient and satisfactory to the Mayor, Director of Finance and Director of Law, whereupon the Mayor is authorized and directed to grant a license to such itinerant vendor or transient merchant.
