Nothing in this chapter shall apply to motor vehicles used exclusively for service at weddings and funerals, as ambulances, or in conjunction with railways, bus companies and limousine services; motor vehicles operated by any person for the carriage of his employees; or to any nonprofit organization or social service agency providing transportation services, which services are either a function of such organization or agency or incidental to other services provided by such organization or agency, notwithstanding the fact that a fee may be charged by such organization or agency for such transportation services.
