Each applicant for a taxicab driver's permit under the provisions of this chapter shall be examined by a person designated by the Director of Public Safety as to his knowledge of the provisions of this chapter, the traffic regulations, and the geography of the City, and, if the result of the examination is unsatisfactory, he shall be refused a license.
