All junk shall be kept from public view by being placed in a building with enclosed walls or placed in a yard, and if placed in a yard, the yard shall be enclosed by a wall or a tight, oil painted, grooved board fence, and such wall or board fence shall be so constructed that the interior of the yard shall be screened from public view. The fence or wall shall be not less than eight feet in height. Entrance to a yard shall be by a gate or doors and the gate or doors shall be no more than fourteen feet wide and all entrances shall be fitted with nontransparent doors or gates, which shall be kept closed in such a manner to keep the junk or material concealed from public view except for such time as is actually necessary for ingress and egress.
