No person shall operate a junk yard or handle junk as defined in Section 721.01 covering the handling of junk as so defined without first obtaining a permit from the Department of Public Service. The permit shall be good for one year, covering the period from January 1, to the following December 31 in each year. Permits issued for a less period of time for the period expiring December 31 next following shall be issued on a pro rata basis of the annual fee.
No permit is to be granted until the place of business, such as building, yard or premises is equipped properly to take care of such salvage or junk material as they wish to deal in under this chapter.
No permit shall be granted for a place of business which may or does disturb the public health, safety or welfare of an immediate neighborhood. The Director of Public Service, with the approval of the Mayor, may at any time revoke a permit when it is found that a place of business does disturb peace, health, safety or welfare of an immediate neighborhood.
