(A) Staff review. The developer/subdivider seeking to create a residential subdivision shall submit one copy of a preliminary plat meeting the requirements of this chapter to the planning staff, which shall review such plat to determine if it does or does not qualify as a minor residential subdivision and if it otherwise does or does not meet the requirements of this chapter. If the planning staff determines that the preliminary plat does qualify as a minor residential subdivision and does meet all of the requirements of this chapter, the planning staff may approve the preliminary plat. The Planning Board or their designated representative, will receive one copy of the plat at least 15 working days before the meeting of the Planning Board at which it is to be reviewed. Prior to the meeting and after planning staff review, three copies shall be submitted to the Planning Board. Either the developer or an appointed representative shall be present at the meeting when a plat is considered by the Planning Board in order to answer Board questions and facilitate a timely action by the Board.
(B) Planning Board review. If planning staff determines that the preliminary plat does not qualify as a minor residential subdivision, the developer/subdivider shall submit three copies of the preliminary plat to the Planning Board or its designated representative at least 15 working days before the meeting of the Planning Board at which it is to be reviewed. Either the developer or an appointed representative shall be present at the meeting when a plat is to be considered by the Planning Board in order to answer questions and facilitate timely action by the Planning Board.
(C) After receiving approval of the preliminary plat by the planning staff or Planning Board, the subdivider (developer) may proceed to construct the proposed roads, add utilities and other residential subdivision improvements (except buildings) in accordance with the requirements of this chapter and as shown on the approved preliminary plat. No work on residential subdivision roads or other improvements shall be commenced before approval of the preliminary plat.
(D) Fees. The developer shall pay an inspection fee of an amount specified from time to time by the County Commissioners. Half of the fee shall be paid at the time of submission of the preliminary plat (the fee shall be paid before the plat will be placed on the Planning Board agenda); the remainder shall be paid at submission of the final plat.
