(A) The Board of Commissioners, on its own motion or on petition, after public notice and hearing, amend, supplement, change or modify the watershed regulations and restrictions as described herein.
(B) No action shall be taken until the proposal has been submitted to the Watershed Review Board for review and recommendations. If no recommendation has been received from the Watershed Review Board within 60 days after submission of the proposal to the Chair of the Watershed Review Board, the County Governing Board may proceed as though a favorable report had been received.
(C) Under no circumstances shall the Board of Commissioners adopt such amendments, supplements or changes that would cause this chapter to violate the watershed protection rules as adopted by the N.C. Environmental Management Commission. All amendments must be filed with the N.C. Division of Energy, Mineral, and Land Resources.
