Where, because of conditions peculiar to the site, strict adherence to the provisions to this chapter would cause unnecessary hardships, the Board of Adjustment may authorize a variance, if such variance can be made without destroying the intent of this chapter. Variances thus authorized shall be entered in writing in the official minutes of the Board of Adjustment with the reasoning set forth on which the departure from this chapter was justified. All requests for variances must be made in writing by the builder/developer.
