§ 154.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CAMPING TRAILER. A vehicular portable unit mounted on wheels and constructed with collapsible partial side walls that fold for towing by another vehicle and unfold at the campsite to provide temporary living quarters for recreational, camping, or travel use.
   COUNTY. Ashe County, North Carolina.
   COUNTY COMMISSIONERS. Ashe County Commissioners.
   DEPENDENT TRAILER. A trailer which is dependent upon a service building for toilet, shower and lavatory facilities.
   INDEPENDENT TRAILER. A trailer that has kitchen and bath facilities but does not have the capability of disposing of water and sewage except as in § 154.03(B).
   MAY. Is permissive.
   MOTOR HOME. A vehicular unit, designed to provide temporary living quarters, built into as an integral part, or permanently attached to, a self-propelled motor vehicle chassis or van. The vehicle must provide at least four of the following facilities: cooking, refrigeration or icebox, self-contained toilet, heating or air conditioning, a portable water supply system including a faucet and sink, separate 110-125 volt electrical power supply, or an LP gas supply.
   PLANNING BOARD. The Ashe County Planning Board.
   RECREATIONAL VEHICLE (RV). A vehicular type unit primarily designed as temporary living quarters for recreational, camping, or travel use that either has its own motive power or is mounted on, or towed by, another vehicle. The basic entities are camping trailer, fifth-wheel travel trailer, motor home, travel trailer, and truck camper. This term shall not include a manufactured home as defined in G.S. § 143-143.9(6). For the purpose of this ordinance, “tiny homes/houses” and park models that do not meet the items listed above are not considered recreational vehicles and should meet the standards of and be permitted as residential structures.
   SELF-CONTAINED TRAILER. A trailer or motor home which can operate independent of connections for water, sewer, and electric systems. It contains a water flushed toilet, lavatory, bathing facilities, and kitchen sink, all of which are connected to water storage and sewage holding tanks located within the trailer.
   SHALL and WILL. Are mandatory.
   TRAILER SPACE. A parcel of land in a travel trailer park set aside for the placement of a single trailer and for the exclusive use of its occupants.
   TRAVEL TRAILER. A vehicular unit mounted on wheels, designed to provide temporary living quarters for recreational, camping, or travel use, and of a size or weight that does not require a special highway movement permit when towed by a motorized vehicle.
   TRAVEL TRAILER PARK. A parcel of land upon which three or more spaces are occupied or intended for occupancy by camping trailers, dependent trailers, independent trailers, motor homes, truck camper, recreational vehicles, self-contained trailers or travel trailers for transient dwelling purposes regardless of whether or not a charge is made for such service. A park model trailer requires a residential building permit, and therefore should be considered a manufactured home. Short term rental at a venue (for example a wedding) for guests of the event does not apply. Additionally, a camping trailer, dependent trailer, independent trailer, motor home, recreational vehicle, self-contained trailer or travel trailer located on the same parcel of land for five calendar days without prior notification of the Planning Department. This action constitutes a violation of this chapter and will require a permit to be issued by the Planning Board. For the purpose of this chapter TRAVEL TRAILER PARK and RV PARK have the same meaning.
   TRUCK CAMPER. A portable unit that is constructed to provide temporary living quarters for recreational, camping, or travel use, consisting of a roof, floor, and sides and is designed to be loaded onto and unloaded from the bed of a pickup truck.
