(A) The grantee shall provide one access channel for the transmission of access broadcast programs by residents of the county and recognized community organizations, at no charge.
(B) The grantee shall, upon request, provide and furnish without charge to all public educational institutions and governmental buildings within the service area of the franchise one service outlet. Said institutions shall receive without charge the grantee's cable television service. Other institutions to receive one free outlet are group homes, rest homes, nursing homes, hospitals, fire departments, library, rescue squads, and public senior centers.
