(A) The county reserves the right in the event of an emergency or disaster, to require the grantee to make available to the County Manager or his appointee, at his request, grantee's audio override and community channel at no cost. The audio of all channels simultaneously, by a dedicated telephone number at the expense of the grantee shall be provided upon request.
(B) The county reserves the right during the life of any franchise granted to inspect at all reasonable hours the grantee's plans, contracts and engineering, customer, and service records relating to the property and the operations of the grantee.
(C) At any time during the franchise term, and prior to renewal and or transfer of the franchise, the county reserves the right to hold a public hearing for the expressed purpose of reviewing the general and specific performance of the grantee with regard to all franchise provisions and to subscriber satisfaction.
(D) The county reserves all rights not specifically granted herein, and the enumerating of the rights herein shall not be construed to be a limitation of any right or power the county may otherwise have.
