§ 99.02 REGISTRATION AND ID CARDS.
   (A)   No person shall solicit sales or contributions, beg or solicit alms for gain or a stated charitable purpose without first registering and obtaining a permit/privilege license issued by the County Manager.
   (B)   In the application for the permit the following shall be furnished. The full name and address and phone number of the applicant and/or his agent; the time and location where solicitation is to take place; proof of credentials and proof of financial stability; the percentage of the solicitation that will be used for administrative expense and, if deemed necessary for the protection of the public, the posting of a bond equal to 15% of the projected revenues from solicitation.
   (C)   The fee for such permit shall be $250.
   (D)   Any person who makes a false or misleading statement while applying for a permit/privilege license shall be guilty of a misdemeanor.
   (E)   Any person, professional fundraising counsel or professional solicitor, prior to engaging in charitable solicitation in this county; if the charitable solicitation is not exempted by the terms of G.S. § 131F-3, shall first register with the County Manager and provide the County Manager with a copy of the State Annual Solicitation License from the Department of Human Resources of the state. At the time of registration an identification card or other authorization provided by the organization to individual solicitors shall be filed with the County Manager, and no charitable solicitation shall be undertaken except when the solicitor first identifies himself or herself by presenting the identification card or other authorization.
