(A) Providing recreational facilities and services for the citizens of the county of all age groups is and should be the major function of the governing body of the county. To provide for the safe and sanitary use of such facilities, this chapter is ordained to regulate the conditions and activities within the confines of the county park and any other property or building owned or leased by the county that is or may be used for recreational purposes.
(B) The following regulations for the protection of the public are hereby adopted pursuant to authority granted in the provisions of G.S. § 160A-353 as may be amended from time to time.
