These regulations shall be in effect in all unincorporated portions of Ashe County which are not under the jurisdiction portions of any municipal zoning ordinance. Any incorporated municipality may adopt this chapter by reference and make the same applicable to all areas within its respective zoning jurisdiction. This chapter shall not apply to any highways or adjacent areas, which are controlled by the North Carolina Junkyard Control Act and which are actively regulated pursuant to that Act by the North Carolina Department of Transportation.
