§ 30.05 USE OF PUBLIC WORKS EQUIPMENT AND PERSONNEL.
   (A)   The use of city public works equipment and personnel shall be limited to the construction and maintenance of city projects and facilities, except as provided in this section.
   (B)   The City Manager may, in the exercise of sound discretion, make exceptions to the policy enunciated in division (A) of this section as follows:
      (1)   Whenever an offer of free dirt usable by the city for fill or for top soil is made, city trucks may haul the dirt either to storage or to a project location requiring the dirt.
      (2)   In cases of rainwater from city streets draining onto private property, city personnel may install storm drainage pipe, if the owner so requests this work and pays for the pipe and other materials used.
      (3)   When property owners request lots to be mowed or cleared at their cost.
      (4)   In such other special cases concerning private projects which involve equipment not available to a private contractor.
   (5)   Use of dynamite in construction projects.
   (6)   Construction of driveway openings upon request, the property owner paying for total cost.
   (7)   Installation of driveway culverts and paving of alley gutters on streets that do not have curbs and gutters, the property owner paying for all material.
