The City Council retains the power to suspend or revoke for just cause any taxicab driver's permit, and may consider that just cause exists if the person holding such permit is convicted of a felony, a violation of any federal or state statute relating to the use, transportation, possession or sale of alcoholic beverages; a violation of any federal or state statute relating to the use, transportation, possession or sale of narcotic or barbiturate drugs; repeated violations of traffic laws or ordinances; a violation of any state or federal statute relating to prostitution; or becomes an habitual user of alcoholic beverages or narcotic or barbiturate drugs; provided, that this enumeration of grounds which may be considered as just cause shall not be construed as exclusive.
