A taxicab driver's permit granted pursuant to this subchapter shall entitle the person to whom it is granted to drive a taxicab until December 31 of the year in which it is granted, and it shall be necessary for the holder of the permit to obtain a new permit as provided in this subchapter before he is allowed to drive a taxicab after December 31st of each year.
