§ 114.34 QUALIFICATIONS FOR GRANTING OF PERMIT.
   If the City Manager finds that an applicant for a taxicab driver's permit has not been convicted of a felony, a violation of any federal or state statute relating to the use, transportation, possession or sale of alcoholic beverages, any federal or state statute relating to prostitution, or any federal or state statute relating to the use, transportation, possession or sale of narcotic or barbiturate drugs; and that the applicant is lawfully or legally present in the United States and has resided in the state for at least 30 days and is not addicted to or an habitual user of alcoholic beverages or narcotic or barbiturate drugs, and has not been an habitual violator of traffic laws, the City Manager shall order the City Clerk to issue a taxicab driver's permit to such applicant.
