The City Council shall order or refuse to order that a certificate of convenience and necessity be issued on any application, or shall order the issuance of such certificate for only a partial exercise of the privileges sought, and may attach to the rights granted by any such certificate such terms and conditions as in their judgment the public convenience and necessity may require.
