CERTIFICATES OF CONVENIENCE AND NECESSITY
(A) It shall be unlawful for any person to operate a taxicab upon and over the streets of the city without first having applied for and secured from the City Council a certificate of convenience and necessity as provided in this subchapter.
(B) It shall be unlawful for any person to operate a taxicab upon and over the streets of the city without having a certificate of convenience and necessity, secured from the City Council, which is currently in effect.

Every person desiring to operate a taxicab upon and over the streets of the city shall file, on forms supplied by the City Clerk, an application for a certificate of convenience and necessity; provided, that no application shall be considered by the City Council if the applicant shall have completed a final transaction leading to the purchase of part or the whole of another taxicab company prior to making application to the City Council and giving it an opportunity to reach its decision on the application.
