§ 99.14 SCAFFOLDING AND PASSAGEWAYS DURING BUILDING OPERATIONS.
   (A)   It shall be unlawful for any person to build scaffolding on any of the streets or sidewalks of the city in such a way or manner that such streets or sidewalks are obstructed or blocked thereby. Before building or remodeling at any place which is in close proximity to the sidewalk an overhead covered passageway shall be constructed so as to leave the sidewalk unobstructed and provide safe and easy passage.
   (B)   A violation of this section is punishable as a misdemeanor.
