(A) Petition required. In order for a street to be designated as a sledding area, residents must petition the Parks and Recreation Department. The petition must be signed by a minimum of 75% of the residents of the street considered.
(B) Map required. A map must be included with the petition indicating the following:
(1) Location of dwellings;
(2) Name of residents;
(3) Area to be affected;
(4) Number of barricades needed and locations desired; and,
(5) All intersecting streets in the affected area.
(C) Map verification and approval or disapproval. Upon receipt of the petition and map, the Parks and Recreation Department will be responsible for map verification and approval or disapproval of the request, complete with explanation of reasons for disapproval.
(D) Erection of barricades. Upon approval, the Parks and Recreation Department will be responsible for delivery and erection of barricades in the designated locations.
(E) Curfew on sledding. No sledding should be permitted after 12:00 p.m.
(F) Police to be informed. The Police Department will be informed of sledding areas. Periodic checks will be made as part of regular rounds to assist in crowd control.
(G) Residents' responsibilities. Residents living on a street for which a petition has been received and approved by the parks and recreation department shall have the following responsibilities:
(1) Assistance in when conditions merit barricading streets.
(2) Assistance in crowd control and reporting problems to the Police Department.
(3) Care of barricades and their locations remaining stable.
(4) Informing the parks and recreation department when barricades are no longer needed.
(H) Removal of street from sledding list. In order to have a street removed from the designated sledding list, a petition must be submitted by the residents of the area and signed by more than 25% of the residents.
