The tenant or occupant, or if there be no tenant, the owner, agent or custodian of any building or lot of land bordering on any street in the city, where there is a sidewalk abutting, shall keep such sidewalk in front of and adjoining such property clean. After any fall of snow, such tenant, occupant, owner, agent or custodian shall, within 24 hours after the snow shall have ceased to fall, remove or cause such snow to be removed from the sidewalks of their respective premises.
