The City Manager shall issue a permit as provided hereunder when, from a consideration of the application and from such other information as may otherwise be obtained, he finds that:
(A) Adequate provision can be made for the safe and orderly movement of the parade and of other traffic contiguous to its route;
(B) Adequate provision can be made for police protection which will not require the diversion of so great a number of police officers of the city to police properly the line of movement and the area contiguous thereto as to prevent normal police protection to the city.
(C) The activity will not interfere with the right of property owners in the area to enjoy peaceful occupancy and use of their property.
(D) The activity can be conducted without unreasonable interference with normal vehicular or pedestrian traffic in the area and will not prevent normal police or fire protection to the public and will not be likely to cause injury to persons or property or provoke disorderly conduct or create a public disturbance.
