§ 96.16 NOISES EXPRESSLY PROHIBITED.
   (A)   Noises resulting from the following acts, among others, are declared to be loud, disturbing and unnecessary noises in violation of § 96.15, but such enumeration shall not be deemed to be exclusive, namely:
      (1)   Horns, signaling devices, and the like. The sounding of any horn or signal device on any automobile, motorcycle, bus or other vehicle while not in motion, except as a danger signal; the creation by means of any such signal device of any unreasonably loud or harsh sound; and the sounding of such device for an unnecessary and unreasonable period of time.
      (2)   Gongs and sirens. The use of any gong or siren upon any vehicle other than a police, fire or other emergency vehicle.
      (3)   Radios, phonographs, and the like.
         (a)   The playing of any radio, television, phonograph or musical instrument in such a manner or with such volume as to annoy or disturb the quiet, comfort or repose of any person in any dwelling, hotel or other type of residence.
         (b)   The playing of any radio, television, phonograph or musical instrument in such a manner or with such volume as to disrupt and detrimentally impact the ability of a business, commercial, or professional establishment to conduct its lawful and proper operations.
      (4)   Animals and birds. The keeping of any animal or bird which, by causing frequent or long continued noise, shall disturb the comfort and repose of any person in the vicinity.
      (5)   "Rattletraps" and overloaded vehicles. The use of any automobile, motorcycle or other vehicle so out of repair, so loaded or in such manner as to create loud or unnecessary grating, grinding, rattling or other noise.
      (6)   Steam whistles. The blowing of any steam whistle attached to any stationary boiler, except to give notice of the time to begin or stop work or as a warning of danger.
      (7)   Exhausts from engines, and the like. The discharge into open air of the exhaust of any steam engine, stationary internal combustion engine, motor vehicle or motor boat engine, except through a muffler or other device which will effectively prevent loud or explosive noises therefrom.
      (8)   Compressed air devices. The use of any mechanical device operated by compressed air, unless the noise created thereby is effectively muffled and reduced.
      (9)   Work on buildings. The erection, including excavation, demolition, alteration or repairing of any building in a residential section or business district other than between the hours of 7:00 a.m. and 8:00 p.m. on weekdays, except in the case of urgent necessity in the interest of public safety and then only with a permit from the building inspector, which permit may be renewed for a period of three days or less while the emergency continues.
      (10)   Noises near schools, hospitals, and the like. The creation of any excessive noise on any street adjacent to any school, institution of learning, library or sanitarium, or course while in session, or within 150 feet of any hospital, which unreasonably interferes with the operation of such institution; provided, that conspicuous signs are displayed in such streets indicating that they are streets upon which such institutions are located.
      (11)   Church services. The creation of any excessive noise on Sunday on any street adjacent to any church; provided, that conspicuous signs are displayed in such streets adjacent to churches indicating that they are streets upon which churches are located.
      (12)   Loading and unloading vehicles, and the like. The creation of loud and excessive noise in connection with loading or unloading any vehicle, or the opening and destruction of bales, boxes, crates or containers.
      (13)   Bells and gongs. The sounding of any bell or gong attached to any building or premises which disturbs the quiet or repose of persons in the vicinity thereof.
      (14)   Hawkers and peddlers. The shouting and crying of peddlers, barkers, hawkers and vendors which disturbs the quiet and peace of the neighborhood.
      (15)   Drums and attention-attracting devices. The use of a drum, loud speaker or other instrument or device for the purpose of attracting attention to any performance or show, or sale or display of merchandise.
      (16)   Loud speakers or amplifiers on vehicles. The use of any mechanical loud speakers or amplifiers on trucks or other vehicles for advertising or other purposes.
      (17)   Stationary loud speakers and amplifiers. The use of any loud speaker or amplifier to cast or disseminate sound over the neighborhood in such volume or of such character as to annoy or disturb persons on other premises.
      (18)   Garages and service stations. The conducting, operating or maintaining of any garage or filling station in or in close proximity to any residential district so as to cause loud or offensive noises to be emitted therefrom between the hours of 11:00 p.m. and 7:00 a.m.
      (19)   Guns, firecrackers, and the like. The firing or detonation of squib, firecracker, gun powder or other combustible or explosive substance in the streets or elsewhere for the purpose of making noise or disturbance.
   (B)   A violation of this section is punishable as a misdemeanor.
