No grave space shall be opened until the entire purchase price of such grave has been paid; provided, that the City Manager may permit the opening of a grave upon suitable arrangements being made for payment of the entire purchase price within 60 days thereafter or the funeral home may submit a letter of financial responsibility for the grave plot to be paid within 15 days.
