Such funds as may be necessary for the improvement and development of any city parking lot as an off-street parking lot may be appropriated from nontax revenues and the funds necessary for the maintenance of such off-street parking lot, and the rental thereof, shall be derived from the proceeds realized from the operation of such parking facilities.
