§ 71.02 STOPPING, STANDING, AND PARKING PROHIBITED FOR CERTAIN PURPOSES.
   (A)   No person shall stop, stand, or park a vehicle upon any street for the principal purpose of:
      (1)   Displaying it for sale;
      (2)   Washing, greasing, or repairing, except repairs necessitated by an emergency;
      (3)   The storing thereof by garages, dealers, or any individuals such storage is not incident to the bona fide use and operation of such vehicle;
      (4)   Storage of any detached trailer or van when the towing unit has been disconnected, or for the purpose of transferring merchandise or freight from one vehicle to another; or
      (5)   Advertising.
   (B)   Each separate violation of this section is punishable as an infraction. Each day any violation of this section shall continue shall constitute a separate offense. This section may be also enforced by any appropriate, equitable action.
   (C)   Any act constituting a violation of this section shall also subject the offender to a civil penalty of $25. If the offender fails to pay this penalty within ten days after being cited for a violation, the penalty may be recovered by the city in a civil action in the nature of a debt.
