§ 70.29 DESIGNATION AND POSTING SIGNS OR MARKING STREETS.
   Pursuant to instructions given to him by the City Council from time to time and entered in the council minute book, the City Manager shall:
   (A)   Cause all streets and parts of streets designated as through streets to be posted accordingly. He shall then notify the City Clerk, who shall enter the description of such streets and parts of streets in schedule 6 of § 72.02.
   (B)   Cause all intersections designated as stop intersections when entered from designated streets to be posted accordingly. He shall then notify the City Clerk, who shall enter the description of such intersections and the streets of enter thereto upon which stops are required in schedule 7 of § 72.02.
   (C)   Cause all streets and parts of streets which are designated as one-way streets to be posted accordingly and so as to show the direction in which traffic shall proceed. He shall then notify the City Clerk, who shall enter the description of such streets and parts of streets, and the direction of traffic thereon, in schedule 8 of § 72.02.
   (D)   Cause all intersections at which all traffic, when making left turns, shall travel to the left of the center of such intersections, to be marked accordingly. He shall then notify the City Clerk, who shall enter the description of such intersections in schedule 9 of § 72.02.
   (E)   Cause all intersections at which left turns shall be prohibited to be posted accordingly. He shall then notify the City Clerk, who shall enter the description of such intersections in schedule 10 of § 72.02.
   (F)   Cause all intersections at which right turns shall be prohibited to be posted accordingly. He shall then notify the City Clerk, who shall enter the description of such intersections in schedule 11 of § 72.02.
   (G)   Cause all streets and parts of streets within the business district upon which no U turns shall be made at intersections to be posted accordingly. He shall then notify the City Clerk, who shall enter the description of such streets and parts of streets in schedule 12 of § 72.02.
   (H)   The City Manager, and the Chief of Police through the City Manager, shall from time to time recommend to the City Council such proposed amendments to schedules 6 to 12 of § 72.02 as they shall deem necessary for the benefit of the city.

   (I)   The City Manager, and the Chief of Police through the City Manager, shall from time to time
recommend to the City Council such streets and parts of streets as they may consider appropriate to be designated as safety zones, crosswalks, play streets, school zones and zones of quiet; and when any street or part thereof is given any such designation by the City Council by action of record in the council minute book the City Manager shall cause such street or part thereof to be marked or posted accordingly. This section shall not be construed so as to prohibit the City Council from acting on its own initiative, without recommendation from the City Manager or Chief of Police.

   (J)   The City Council shall determine from time to time those streets and parts of streets which shall be prohibited to tractors and other vehicles having cleated wheels, trailers, trucks having a load capacity in excess of one ton and other vehicles which may damage streets, endanger persons or property or unreasonably impede the flow of traffic, and when any such determination shall have been made by action entered in the council minutes, the City Manager shall cause such streets and parts thereof to be marked or posted to conform to the prohibitions and limitations prescribed by such action of the City Council. Whenever the City Manager takes action under this section to post any street or part thereof, or to amend or remove any sign posted hereunder, he shall notify the City Clerk. It shall be the duty of the City Clerk to maintain, in current status, a record of all streets and parts of streets affected by this division.
